Job Description:
Procon Consulting, a fast-growing professional services firm in
McLean, VA with expertise in providing A/E/C industry program and
project management for design and construction, project controls,
commissioning, construction-related technology, and facilities
management, seeks a highly experienced Federal Program Manager with
a strong background in fire protection engineering and a proven
track record of managing task orders for large government programs.
The successful candidate will oversee complex projects, ensuring
compliance with fire safety standards and effective coordination of
program deliverables. This position plays a vital role in managing
resources, timelines, and quality assurance for high-profile
initiatives within a federal context.Core Responsibilities:
- Program and Task Order Management:Manage multiple task orders
under a large government program, ensuring timely and
cost-effective delivery of services and products.Develop and
maintain program schedules, budgets, and performance metrics.Serve
as the primary point of contact for government stakeholders,
contractors, and internal teams.
- Fire Protection Engineering Expertise:Provide technical
leadership in the design, evaluation, and implementation of fire
protection systems.Ensure all projects comply with applicable fire
codes, regulations, and standards (e.g., NFPA, ICC, OSHA).Conduct
fire risk assessments and recommend mitigation strategies tailored
to federal facilities.Support the integration of fire safety
considerations into project planning and execution.
- Budgeting and Financial Oversight:Develop, manage, and monitor
program budgets to ensure fiscal accountability and
efficiency.Review financial reports and ensure alignment with
project objectives and contractual obligations.Identify and address
budgetary risks or variances.
- Staff Management:Oversee recruitment, training, and performance
management of program staff.Provide leadership and mentorship to
team members, fostering a collaborative and productive work
environment.Ensure proper allocation of personnel resources to meet
program goals and deadlines.
- Stakeholder Coordination:Collaborate with federal agency
representatives, contractors, and multidisciplinary teams to
achieve program goals.Facilitate regular meetings to discuss
progress, address challenges, and ensure alignment with
objectives.Prepare and present program updates, technical reports,
and briefings to senior leadership and stakeholders.
- Quality Assurance and Compliance:Establish and enforce quality
assurance protocols across all aspects of program management and
fire protection engineering.Conduct audits and inspections to
ensure adherence to federal regulations and contractual
requirements.Implement corrective actions as necessary to address
non-compliance or performance issues.
- Resource Management:Oversee allocation of personnel, equipment,
and funding to support program requirements.Identify and mitigate
risks related to resource constraints or conflicting
priorities.Qualifications:
- Bachelor's degree in Fire Protection Engineering, Mechanical
Engineering, Civil Engineering, or a related field. Advanced degree
preferred.
- At least 7-10 years of experience in fire protection
engineering and program management.
- Demonstrated expertise in managing task orders for large,
complex government programs.
- Proven experience in budgeting, financial oversight, and staff
management.
- Professional Engineer (PE) license in Fire Protection
Engineering is highly desirable.
- Project Management Professional (PMP) certification or
equivalent is preferred.
- Strong knowledge of federal acquisition processes, task order
management, and government contracting.
- Proficiency in fire protection principles, codes, and risk
assessment methodologies.
- Excellent organizational, communication, and leadership
skills.
- Ability to manage multiple priorities and deliver results in a
fast-paced environment.
- Familiarity with fire modeling software (e.g., FDS, Pathfinder)
