health challenges.As an ARPA-H Basic Project Manager for the
Strategic Technical ARPA-H Talent Support (STATS) Program at
Noblis, you will be part of our Health Solutions account team,
where you will leverage your experience with the project management
of research and development (R&D) programs throughout their
lifecycle, directly supporting Federal PM and the ARPA-H leaders to
deliver transformative, sustainable, and equitable health solutions
for the Nation.This is an opportunity for someone with significant
government contracting experience in R&D and ARPA settings to

challenging and cutting-edge healthcare projects. Key focus areas
of ARPA-H research portfolio will include Health Science Futures
(expanding what's technically possible), Scalable Solutions
(reaching everyone quickly), Proactive Health (keeping people from
being patients), and Resilient Systems (building integrated
healthcare systems).Role Description:Noblis is seeking a
detail-oriented and experienced Basic Project Manager to join our
team at ARPA-H (Advanced Research Projects Agency for Health).As an
ARPA-H Basic Project Manager (ITDI) you will be responsible for
being the lead strategic advisor to the Head of Customer Delivery
which encompasses enterprise software development, product owners,
and Agile Scrum teams.Responsibilities and Duties:
- The Project Manager will serve as a point of contact to manage
all programmatic matters of the IDIQ assigned order(s) and is
responsible for managing the day-to-day operation of the IDIQ.
- Monitoring project performance and reviewing deliverables to
ensure technical, programmatic, and financial goals and objectives
are met and identify possible program risks, including:
- Assisting with the development and administration of ARPA-H
STATS to include tasks such as: development of solicitation
material, administration of source selection reviews, and assessing
technical solutions.
- Maintaining and monitoring program budgets to include gathering
and reviewing monthly reporting information from project/program
performers and developing budget execution plans.
- Providing support to Portfolio and Program Managers in their
continued engagement with ARPA-H customers on the receipt,
prioritization, and regular reporting of their operational
capability gaps.
- Performing routine tasks including, but not limited to,
scheduling, writing internal memos, maintaining and updating
Program Management records, filing, intranet website maintenance,
preparing and reviewing presentations, records maintenance, and
coordinating daily operations of the assigned program.
- Manage and respond to program-aligned data calls, compiling
information, and preparing information for reporting to senior
leadership.
- Assisting with planning technology transitions to the
respective operational customer.
- Supporting the identification, assessment, evaluation, and
testing of existing and emerging healthcare technologies, systems,
and capabilities, including coordination with related government,
academic, and industry programs; attending meetings and symposia;
coordinating meetings and programs reviews; and supporting program
advocacy including development and production of presentation
materials.
- Document project best practices and lessons learned, and makes
recommendations to adapt, apply, and embed those practices to the
ARPA-H environment. Conducts close-out activities at the end of the
period of performance.
- Assist in tracking project management-essential data.
- Maintain awareness of, and performs analyses of, evolving
acquisition policy type matters such as best practices, acquisition
reform efforts, updates to acquisition and procurement policy,
regulations, and legislative changes.
- Provide expertise and advice regarding project management
policies and approaches.
- Proactively identify project risk areas highlighting impact to
mission and proactively developing solutions.
- Capture meeting minutes and lessons learned and incorporates
solutions to action items and acquisition process improvement
methodologies.
- Provide Noblis-internal leadership, including possible line
management responsibilities.
- Providing professional development and mentorship for
teammates.
- Development of new Business Development (BD) opportunities and
related capture management, in close collaboration with Noblis' BD
team.Required QualificationsCandidates must meet the following
qualifications:
- A minimum of 15 years past work experience in contract
management role, such as a Project Manager, preferably in a
governmental research or scientific organization.
- Bachelor's degree (any field) is required. Program and/or
project management related field is preferred.
- U.S. Citizenship is required.Desired Qualifications
- Experience with delivering technology solutions within the
federal government required.
- Experience with: MSFT, AWS and Google cloud platforms,
Atlassian suite, workplace modernization in the federal government,
Palantir, SDLC, DevOps, solution architecture, web application
development, Agile methodologies, and Product management
preferred.
- Prior experience managing teams of increasing sizes and
responsibility and experience in personnel management.
- Experience mentoring teammates.
- Experience in a supervisory capacity in planning, developing,
and executing significant research and development efforts.
- Experience in establishing strong working relationships with
R&D program managers as well as organization leadership;
tracking task order efforts to rapidly identify and resolve
potential and new problems; and identifying and resolving
administrative and contractual issues related to a support services
contract is required.
- Demonstrated creativity, foresight, initiative, and mature
judgment in anticipating and solving unprecedented problems.
- Experience monitoring project development performance and
reviewing deliverables to ensure technical, programmatic, and
financial goals and objectives are met and identify possible
program risks.
- Excellent communication, collaboration, and presentation
skills. Proven results-oriented problem-solving abilities.
Experience with presentation graphics and/or spreadsheet
tools.
- Experience providing guidance, feedback, and consulting
services to federal program managers.
- Ability to work in a dynamic team-oriented environment,
demonstrate teamwork and initiative, and function productively in
the face of new assignments and the re-prioritization of existing
assignments.
- Experience providing program and/or project management support
with research and development contracts.
- Experience facilitating resolution of customer requirements,
including helping to identify and document capability gaps,
formulate and develop technological solutions, and participate in
and contribute to strategic discussions.
- Experience preparing and reviewing presentations, reports,
project schedules and weekly status inputs.
- Experience supporting the development and production of
architectures, organizational charts, and operations plans and
procedures, to include program Standard Operating Procedures.
- Experience from existing Advanced Research Projects Agencies
(e.g. IARPA, DARPA, HSARPA, ARPA-E) is strongly desired.
- Experience supporting federal agency program managers and
leaders is preferred.
- Ability to work on multiple projects which includes
prioritizing, tracking, attention to detail, follow-up and
follow-through to project completion.
- Proven results-oriented problem-solving abilities.
- Ability to work in a dynamic team-oriented environment,
demonstrate teamwork and initiative, and function productively in
the face of new assignments and the re-prioritization of existing

including but not limited to, the combination of education,
certifications, knowledge, skills, competencies, and experience,
internal and external equity, location, clearance level, as well as
contract-specific affordability, organizational requirements, and
applicable employment laws. The projected compensation range for
this position is based on full-time status. For part-time or
on-call staff, compensation is proportionately adjusted based on
hours worked. While monetary compensation is important, it's just
one component of Noblis' total compensation package.Posted Salary
